Welcome to Centre for e-Governance website, The Government of Karnataka (GoK) is a pioneer in leveraging information and communication technology (ICT) for better governance and is at the forefront of implementation of electronic-Governance (e-Governance) initiatives in the country. The Centre for e-Governance is a nodal agency created in the year 2006, under the Societies Registration, Act, to steer the e-governance policies and strategies in the state. It is the custodian of the e-governance core infrastructure and basic administrative reform based applications created in the state. As of now the state can boast of state-of-art two Data Centers, MPLS technology based Karnataka State Wide Area Network and core applications such as e-procurement and HRMS. The Directorate of Electronic Delivery of Citizen Services (ECDS) looks after the Nemmadi, Bangalore 1 and Karnataka1 Citizen Service Centers.

Karnataka State Wide Area Network

Introduction

Government of Karnataka has set up Karnataka State Wide Area Network (KSWAN) to modernize the communication infrastructure of the State with the assistance of Government of India. The network envisages establishing video, voice and data communication across the State, District and Taluka Headquarters.
The project KSWAN has been initiated by the Centre for e-Governance (CeG) in the State of Karnataka to establish a State Information Highway. This will a cost-effective, secure and reliable State Wide Area Network on a Public Private Partnership (PPP) model. KSWAN is initiated to connect 176 POPs (1 State, 27 Districts, 148 Talukas) and approximately 1700 offices including Chief Minister's Office, Governor's Office, spread across the state of Karnataka.
As part of the Government of Karnataka (GoK) e-Governance initiative, the Center for e-Governance (GoK) has implemented State Wide Area Network (SWAN) to address the information communication requirements of the State Government and its Departments. The project titled Karnataka State Wide Area Network (KSWAN) is will provide a reliable, resilient and a secure backbone to meet the information requirements and associated services.
The State of Karnataka, being an IT Hub has done exceptionally well in rolling out large e-Governance applications across the state up to the block level. Large number of Government to citizens' initiatives (G2C),Government to Government (G2G) and Government to Business (G2B) projects are operational.

e-Procurement

Introduction

In 2003, the State Cabinet had approved implementation of a unified e-Procurement platform. A Steering Committee was constituted, under the Chairmanship of Additional Chief Secretary, Government of Karnataka to provide overall guidance and direction to e-Procurement project. A Project Monitoring Committee, under the Chairmanship of Principal Secretary, e-Governance and Chairman, Centre for e-Governance, was constituted to provide policy level support and guidance.

  • The Government has taken up projects like e-procurement, HRMS, KSWAN, Bangalore-One
  • and Nemmadi Rural Telecenter. The state has established 63 Bangalore One centres
  • offering 45 citizen friendly services under a single roof. On the model of Bangalore One, 35
  • Karnataka One centres have been established in 9 tier two cities across the State. The e-
  • procurement project has brought a total of 90 departments/organizations under its fold.
  • Because of e-procurement procedures, there has been an increase in competition and
  • tender premium has also come down

About KarnatakaOne

Karnataka One Project was taken up for implementation by Government of Karnataka for replicating Bangalore One to other cities of Karnataka for delivering services of Government Organizations and Private Companies under one roof in a citizen friendly manner.Hubli-Dharwad One was taken up as a pilot of Karnataka One and was rolled out in the year 2008. Subsequently replication was taken up in 8 cities during 2010 and currently 9 cities Viz., Bellary, Belgaum,Davanagere,Gulbarga,Hubli-Dharwad,Mangalore,Mysore ,Shimoga and Tumkur are operational .The project is being implemented on Public Private Partnership model. Services are also being delivered through Karnataka One Portal to facilitate online transactions for citizens.
