​​Subject : Sanction of Ongoing and New Plan Schemes

GOVERNMENT ORDER No. PD 5 IMM 2010 dated 3.04.2010
​In supersession of the GO No. PD 9 IMM 1998 dated 27.05.1978, GO No. PD 17 IMM 2005 dated 10.08.2005, GO No. PD 6 IMM 2006 dated 04.04.2006, GO No. PD 17 IMM 2005 dated 14.11.2005 and GO No. PD 17 IMM 2009 dated 28.03.2009 following procedure is prescribed for sanction of ongoing plan schemes, ongoing plan schemes with modification and new plan schemes.

1. Committee to sanction continuing components of ongoing plan schemes which do not require any modification

​The Committee headed by the concerned Principal Secretary/Secretary to Govenment with the concerned nodal officers of the Planning Department and Finance Department will sanction continuing components of ongoing plan schemes which do not require any modification by the first week of April.

2. Committee to sanction ongoing plan schemes which require modification and/or have additional components.

Proposals for sanction of ongoing plan schemes which require modification for change in the scheme norms or additional components not involving creation of posts and purchase of vehicles should be referred to Planning and Finance Department for concurrence.  The reference can be done simultaneously to both Finance Department and Planning Department by the first week of April.  It is the responsibility of the concerned administrative departement in such cases where Planning Department/Finance Department clearance is not received by the third week of April to place the proposal before the Empowered Committee for sanction along with or without the opinion of the Planning Department and Finance Department by 3rd week of April,  The GO should be issued before 30th of April.  Care should be taken by the administrative department to refer the matter to Finance Department in cases where the modification of the schemes involves additional components relating to creation of posts and purchase of vehicles.

​Sanction of New Plan Schemes ​
Proposals for sanction of new plan schemes along with the details worked out should be referred to Planning Department and Finance Department on file simultaneously for concurrence before 15th of April.  It is the responsibility of the concerned Administrative Department in such cases where Planning Department/Finance Department clearance is not received by the fourth week of April to place the proposal before the Empowered Commmittee for sanction along with or without the opinion of Planning Department and Finance Department by 4th Week of April.

​The Government Order should be issued by the Administrative Department concerned before 30th April.  New plan schemes with an outlay of more than Rs. 5.00 crore will require the approval of cabinet.  For the New Plan scheme requiring creation of posts or purchase of vehicles, concurrence of Finance Department should be obtained on file.  If Finance Department does not agree with the propsoal, the proposal should be taken to the Cabinet as required under the Transaction of Business Rules.  This constitution of the Empowered Committee is as follows:
