​​Introduction​


​​KILPAR is an innovative design of the Government of Karnataka to bring about reform in Law and Parliamentary practice in the State. Reform is intended to come through spreading awareness of Law, encouraging learning in Law, study of current socio-legal issues, advancing legal research and dissemination through publication of books, periodicals, reports and research papers on these subjects. KILPAR is set up in the Department Law, Justice and Human Rights of the Government of Karnataka, in terms of the Policy and Action plan drawn up for the Department, in 2005. It is set up and funded by the State Government but, to ensure autonomy of action, it is registered as a Society under the Karnataka Societies Registration Act, 1960
