Role of the farmer is now to get themselves empowered by coming under the PPP-IHD initiative. Instead of being at receiving end, now they have to act as drivers. Small and marginal farmers have to form a local producer organization and build up on their collective strength for access to better inputs (seeds, fertilizers etc.), access to better technology, and goodmutually agreed terms from private players. They have crucial role to play by providing better and standardized quality produce. They have a role to play in increasing productivity by shedding their reluctance and being more receptiveto new technologies.

Government through Department of Horticulture operates numerous schemes to improve horticulture productivity and financial condition of horticulture farmers. PPP-IHD tries to negate the limitations of earlier government interventions by bringing convergence among all stakeholders and departmental schemes. Role of the government is to act as a facilitator so as to harness the possible synergies,which are made possible after coming up of farmers and corporate on the same platform under the PPP-IHD initiative. And in this regard role of the government is nowmore crucial. Through the suitable interventions like technical support, farmer training, continuous monitoring, result oriented framework, extension of credit, and other requisite subsidies government would channelize the complementarities of other two partners in requisite direction. With focus on integrated development of horticulture supply chain, government mayprovide preferential treatmentto farmers linked with PPP-IHD, across the supply chain.Through this initiative government intends toempower the farmers, bring down the number of intermediaries in supply chain and bring additional value to all stakeholders.

Corporate sector is expected to bring their contribution in the form of project management, access to finance and technology, market presence, understanding of consumer behavior and better post-harvest facilities. Their role is crucial in streamlining the supply chain through early preparation of crop procurement plans, reducing payment settlement period, assurance of good crop price, provision of extension services. They can bring technologies that increase crop productivity and shelf life, post harvest facilities that providedifferential storage, packaging and transportation solutions and thus bringing significant value addition and reduction in wastages. The objective would be easily achievable if a company or group of companies is able to provide all inputs and to buy outputs from the group of farmers.

ರೈತ ಉತ್ಪಾದಕ ಸಂಸ್ಥೆಗಳು (FPO)

ತೋಟಗಾರಿಕೆ ಇಲಾಖೆಯು ಕೋಯ್ಲುಪೂರ್ವ ಮತ್ತು ಕೋಯ್ಲೋತ್ತರ ಅವಶ್ಯಕತೆಗಳನ್ನು ಪೂರೈಸಿಕೊಳ್ಳುವ ನಿಟ್ಟಿನಲ್ಲಿ ರೈತರನ್ನು ಸಶಕ್ತರನ್ನಾಗಿ ಮಾಡಲು ತೋಟಗಾರಿಕೆ ಇಲಾಖೆಯು ಈ ಯೋಜನೆಯನ್ನು ಜಾರಿಗೊಳಿಸುತ್ತಿದೆ. ಈಗಾಗಲೇ 2014-15ನೇ ಸಾಲಿನಲ್ಲಿ 58 ತೋಟಗಾರಿಕೆ ರೈತ ಉತ್ಪಾದಕ ಸಂಸ್ಥೆಗಳನ್ನು ರಾಜ್ಯಾದಂತ ಸ್ಥಾಪಿಸಲು ಕ್ರಮವಹಿಸಲಾಗಿದ್ದು ಹಾಗೂ 2015-16ನೇ ಸಾಲಿನಲ್ಲಿ 34 FPO ಗಳನ್ನು ರಚಿಸಲು ಉದ್ದೇಶಿಸಲಾಗಿರುತ್ತದೆ. ಸದರಿ FPO ಗಳನ್ನು ಕಂಪನಿ ಆಕ್ಟ್, 2013 ರಡಿ ನೊಂದಾಯಿಸಲಾಗುವುದು. ಸದರಿ FPO ಗಳು 20 ರೈತರ ಒಂದು ರೈತ ಆಸಕ್ತ ಗುಂಪಿನಂತೆ (FIG) ಒಟ್ಟು 50 ಗುಂಪುಗಳ 1000 ರೈತರನ್ನು ಒಳಗೊಂಡಿರುತ್ತದೆ. ಇಂತಹ FPO ಗಳ ಮುಖಾಂತರ ನಿರ್ಮಿಸಲಾಗುವ ಮೂಲಭೂತ ಸೌಕರ್ಯಗಳಿಗೆ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸರ್ಕಾರವು ಶೇ.90 ರ ಆರ್ಥಿಕ ಸಹಾಯವನ್ನು ನೀಡುತ್ತದೆ. PPP-IHD ಯೋಜನೆಯು ಇಂತಹ FPO ಗಳನ್ನು ನವೀನ ಮಾದರಿಯ ಯೋಜನೆಗಳ ಅನುಷ್ಠಾನಕ್ಕೆ ಬಳಸಿಕೊಳ್ಳಬಹುದಾಗಿದೆ.
