DMA
The Directorate of Municipal Administration is the head
of the department for the Urban Local Bodies. Its functions
are:
- To exercise control and supervision over the Urban
Local Bodies with respect to matters pertaining to personal
belong to the Urban Local Bodies.
- To ensure that the Urban Local Bodies discharge their
functions namely
- Obligatory Functions
- Special Functions
- Discretionary Functions
- The Directorate of Municipal Administration is also
the Nodal Agency for the implementation of the following
centrally sponsored schemes
- Swarna Jayanthi Shahari Rozgar Yojane Scheme
- Integrated Development of Small and Medium Towns
As a part of Urban Sector Reforms and to improve the quality
of governance as a follow up to the 74th constitutional
Amendment, the State Government has implemented "Self
Assessment Scheme" based on capital value of the properly
to augment resources of ULBs. An Urban Agenda and action
plan is being formulated which will list the priority services,
methods for improved provision and accountability mechanisms
for the providers of these services. Towards achieving these
objectives, the State Government has launched a new programme
called Nirmala Nagara Programme in 32 selected towns of
the State during 2003-04 implemented through Directorate
of Municipal Administration. The Programme focuses on the
activities like Urban Stree Shakthi, Public Toilets, Solid
Waste Management, Improvement in Property tax collection,
Computerization & implementation of Fund Based Accounting
System & GIS.
New initiatives of Government of India
The latest initiative by Government of India and the funding
opportunities they present for assisting ULBs in upgrading
their skill and capability to undertake reforms, is a step
in the right direction.
The GOI has introduced a new CSS called Urban Reform Incentive
Fund (URIF) by entering into a MOA with the State Government
on the reform measures. An amount of Rs.9.42 crores has
already been released to State Government which is being
utilized for the implementation of two components of Urban
Stree Shakthi & Computerisation of ULBs of Nirmala Nagara
Programme. An amount of Rs.7.85 crores is being released
to State government, as the II installment of grants under
URIF.
The Government would focus in two more areas of Urban
Management, in the current financial year 2004-05. Viz..
(a) Solid waste Management & (b) Computerization of
records & accounts of the ULB's.
(a) Action plan for establishment of Solid Waste Management
system as per the Solid Waste Management Handling Rules,
2000 and Supreme Court Order is ready and would be implemented
from the current year.
(b) Amount provided under Eleventh Finance Commission grants
is earmarked for upgradation of standards of administration
in district, police, prisons, judicial, and Fiscal sectors.
Beside administering for improvement under fire, health,
elementary education sectors, Solid Waste Management and
providing computer training for school children, public
libraries, heritage protection and augmentation of traditional
water sources. Guidelines have been issued to all ULB's
for utilization of funds under EFC. Besides, State government
also implements through plan schemes for improvement of
SWM, Computerisation & the service delivery mechanisms.
DTP
To direct the future growth of populated areas in the state,
with a view to ensuring desirable standards of environmental
health and hygiene and creating facilities for the orderly
growth of residential areas, industry and commerce, thereby
promoting general standards of living in the state. The
Department is implementing a plan scheme called "Urban
Mapping" of the entire urban area in phases, which
is about 12,000 Sq kms using high resolution satellite sensing
technology, aerial photography & GIS system. This invokes
city survey and generation of city maps. During 2004-05
adequate financial support should be made, as no provision
was made in the Budget.
KUIDFC
The Government of Karnataka has set up a financial intermediary,
the Karnataka Urban Infrastructure Development and Finance
Corporation, to formulate projects for infrastructure in
urban areas, to mobilize funds and to implement Megacity
Projects and externally aided urban Infrastructure development
projects.
The Karnataka Urban Development and Coastal Environmental
Management project has been prepared with the assistance
from the Asian Developmenl Bank at a total cost of US $
251.4 million to provide integrated urban infrastructure
in 10 towns in the coastal districts of Dakshina Kannada.
Udupi and Uttara Kannada. All the preliminaries are completed.
Now the Scheme is under progress. For the year 2004-05 an
amount of Rs.250 crores is earmarked for the implementation
of the scheme.
The State is formulating two new projects called Karnataka
Municipal Reforms Project and Karnataka Urban Water Supply
& Sanitation Project (KUWASSIP) with World Bank assistance,
with the main objective of bringing improvement in Civic
Services provided by ULBs through Capacity Building and
for effective and quality delivery by ULB of services of
Water Supply & Sewerage. Solid Waste Management &
land related services. Various issues such as Institutional
and Legislative framework. Quality of Human Resources and
Organisational Management reforms of ULBs etc will be addressed
in this project. The KUWASSIP project would commence from
2004.05.
KUWS&DB
KUWS&DB has a jurisdiction of 208 urban Local Bodies
in the State (excluding city & 7 other urban areas around
Bangalore City). It has the responsibility for formulation
& implementation of water supply & drainage system
in these areas.
At present Board is implementing 87 (22 UGD 65 Water supply
schemes) & proposed to commission 24 (15 Water supply
9 UGD)schemes during 2004-05.
The board implementing the following State plan schemes
as well as Centrally Sponsored Schemes.
Piped Water Supply Scheme
The Scheme is taken up for the towns having population
less than 20,000 as per 1991 census. This will be funded
on grant basis by State Government. At present Board is
implementing 8 schemes as an estimated cost of Rs.47.87
crores. It was targeted to commission 3 schemes during the
year 2004-05.
The requirement of plan outlay for these schemes for the
year 2004-05 is Rs.12.50 crores and it is proposed to commission
3 schemes during the above period and an amount of Rs.6.00
crores have been provided in the plan outlay of 2004-05.
Urban Water Supply Scheme
The above scheme is implemented in the towns having population
more than 20,000 with funding pattern depending upon the
population range. The towns having population upto 75,000
the funding pattern is 50% grant from State Government and
50% loan from financial Institutions and the towns/cities
having population above 75,000 the pattern is 66.67% loan
from financial institution and 23.33% grant from State Government
and 10% share from Local Bodies.
At present Board is implementing 31 urban water supply schemes
at an estimated cost of Rs.536.21 crores. During the year
2003-04 it was targeted to commission 17 schemes, all the
schemes are in progress.
The total requirement of plan outlay (grant) for the year
2004-05 is Rs.48.50 crores and it is proposed to commission
8 schemes during 2004-05, The budgetary provision made for
the year 2004-05 is Rs.9.00 crores only.
Under Ground Drainage Scheme
The Board is implementing 17 under ground drainage scheme
at an estimated cost of Rs.188.02 crores. The requirement
of plan outlay (Loan from Government) for the year 2004-05
is Rs.16.00 crores. It is proposed to commission 6 schemes
during the year 2004-05.
The important issues in the implementation of Water Supply
and Under Ground Drainage schemes is inadequate allocation
of funds during 2004-05 Rs.30 crores grants has been provided
as against a requirement of 101.90 crores. Additional financial
support is needed for smooth implementation of the schemes.

BMRDA
Bangalore Metropolitan development Authority (BMRDA) prepares
structural plans for the orderly development of Bangalore
metropolitan region and ensure coordination among various
organisations.
BMRTL
The Government of Karnataka had decided to implement a
Metro Rail Project in the City of Bangalore, with a view
to address transit problems due to congestion on roads.
Under the project it is proposed to have rail length of
33 kms in two corridors of East-West and North-South. The
Basic construction cost is R.s.3970 crores and total cost
including interest during construction is Rs.4988 crores.
The share of Government of Karnataka and GOI is proposed
to be Rs.1325 crores each. The balance cost of Rs.2338 crores
is to be met by borrowings from financial institutions.
The State Government has already initiated advance actions
for detailed alignment surveys, freezing of lands required,
verification of underground utilities where structures have
to come up etc.,
BWSSB
In the State, BWSSB (Bangalore water Supply & Sewerage
Board) is responsible for bulk water supply and sanitation
in Bangalore City & surrounding urban areas.
The entire Bangalore city is dependent on Cauvery source.
BWSSB has completed 4 stages of Cauvery to bring in 810
mld of water from this source.
Cauvery Water Supply Scheme Stage-IV Phase-1 is taken
up at a total cost of Rs.1072 crores. Under the above scheme
the water supply component of the project was commissioned
on 20lh of September 2002. The work on construction of 7
sewerage treatment plants and laying of sewer lines are
in progress.
BATF
The Task Force is set up mainly to consider modalities
to upgrade the City's infrastructure system by pooling resources
for development by involving the Corporate Sector, industries,
institutions and the general public.
