The Government of Karnataka has announced the NUTHANA JAVALI NEETHI 2013-18 vide Government Order dated 31.10.2013 read above, in order to attract the investment in Textile Sector and make use of the resources available in the State and in turn enhance the employment opportunities to the rural people of the State. The main objective of the policy is to achieve higher and sustainable growth in the entire Textile Value Chain from fibre to finished products, with emphasis on balanced regional development and to attract investment and creation of employment in the last two years is less and if the same phase continues, it is difficult to achieve the policy target of attracting investment of Rs. 10,000 crores and creation of 5 lakh new employment opportunities during the policy period.

The Government of Karnataka has proposed to establish Textile Parks at Yadgir, Sira (Tumkur), Chamarajanagar and Kudutini (Bellary).
To achieve the targets as mentioned in the policy and to attract investment on the Textile Parks, several meetings have been held with Textile Industrial Associations and potential investors. However, they have expressed about constraints in the Nuthana Javali Neethi 2013-18, in comparison with neighbouring States, especially Maharashtra and Gujarat and requested the Government to modify the Policy by giving more incentives especially for Hyderabad-Karnataka Region, as given in New Industrial Policy 2014-19.
After elaborate deliberations, some additions/modifications of incentives and concessions to the Nuthana Javali Neethi 2013-18 are proposed for attraction of investments in Textile parks, HK region districts, Vijayapura, Bagalkot, Gadag, Belagavi, Chitradurga and other potential areas of the State and ease of doing business in the State as envisaged in the policy.

In view of the facts explained in the preamble, the Government is pleased to approve the additions/modifications to Nuthana Javali Neethi 2013-18 as mentioned in the Annexure, Annexure-A, Annexure-B, Annexure-C, Annexure-D & Annexure-E enclosed to this order, to attract more investment in Textile Sector and tocreate more imployment opportunities in the State.
This order is issued with the concurrence of the Finance Department vide endorsement No. FD 591 Exp-1/2015 dated 05.08.2015.
