Powers and Duties of Assistant Horticultural Officer of District Watershed Development Office

 

  • Work under the guidance of the Assistant Director of Horticulture, prepare the plans and estimates of Horticulture works and submit to Asst. Director of Horticulture, well in time, for approval.
  • Ensure proper execution of works as per the approved plan and estimates and beneficiaries participation in the Horticulture activities in Watershed Development programme.
  • Ensure proper disbursement of the payments after exercising the checks, maintenance of cash books and other records and submission of accounts to the controlling Officer well in time.
  • Minimum 20 field visits per month.
  • Provide technical guidance to Horticultural Assts., watch the block wise expenditure and submit expenditure statements and other progress reports to his controlling officer regularly well in time.
  • Responsible for production and distribution of quality planting materials and inputs in watershed areas as per the approved programmes.
  • Review the diaries of Horticultural Assistants and submit to controlling officers well in time.
  • Submission of monthly diaries, tour programmes to Asst. Director of Horticulture regularly, well in time and obtain approval.
  • Initiate the confidential reports of Horticultural Assistant and submit to Asst. Director of Horticulture well in time.
  • Conduct regular field visits covering the earmarked extent of field inspections; participate in meetings (propaganda).
  • Guide farmers in proper maintenance of orchards / plantations in order to obtain optimum production.
  • Responsible to undertake timely follow-up of ongoing and spill over activities of the Watershed Development Programmes and to guide the Horticultural Assistant for ensuring field success.
  • Co-ordinate with the other sectoral staff to ensure integrated development of the area in the Watershed Development Programme.
  • Arrange for establishing Kissan nurseries in suitable localities with the assistance of Horticulture Assts.
  • Ensure integration with other sectors for integrated Watershed Development.
  • Responsible for progress in schemes/ components entrusted for which he is in-charge.
  • ​​Associates with watershed associations Village Forest Committees and other social institutions, committees and ensure participatory management of watershed programme.​
