Powers and Duties of Joint Director of Horticulture


  • ​Review the master plans and action plans of Horticulture sector projects/schemes and accord administrative/technical approval.
  • Formulate required guidelines for implementation of Horticulture Sector activities in the projects, conduct periodical field inspections, review and guide implementing personnel.
  • Review the progress of sect oral programmes and report to Commissioner, W.D.D.
  • Evolve relevant technical cropping models to wide range of agro-ecological locations with specifications appropriate schedules for better implementation of sect oral activities.
  • Evolve suitable regulatory checks and controls on the technical components of implementing programmes.
  • Establish liaison with research scientists of UAS National Research Institutes, State Department of Horticulture and other relevant Scientific Organizations.
  • Evolve suitable techniques for monitoring and evaluation of systems adopted in projects under implementation.
  • Accord administrative and technical sanctions to the sectoral activities of the projects, as per delegation of powers.
  • Coordinate in evolving and monitoring of financial implications of programmes.
  • Assist the Commissioner and field personnel in resolving specific technical matters concerned to the Sector.
  • Ensure availability of required quality planting materials from Horticulture Department / other sources to be specified from time to time.
  • Intensify field visits not less than ten visits per month.
  • Perform any other responsibilities assigned by the Commissioner of Watershed Development Department.
  • Ensure integration with other sectors for integrated Watershed Development.
  • Planning for and arranging concurrent midterm and final evaluation of schemes / projects entrusted to him.
  • Ensure planning implementation and monitoring of physical and financial progress of watershed Development Schemes of Districts and of project components entrusted by Commissioner, Watershed Development Department.
  • Responsible for progress in schemes / component entrusted for which he is in-charge.
  • ​Ensure timely sanction , release of funds from State and Centre to Districts, timely furnishing of utilization certificates to State to Centre in respect of schemes / component for which he is responsible.​​​
