State e-Mission Team(SeMT) has been established as part of Capacity Building initiative of National e-governance Plan (NeGP) of Department of Electronics & Information Technology (DietY), Government of India to enable e-Governance expertise in State Governments. SeMT team is funded by DietY and is attached to State IT department. In Karnataka, SeMT team is attached to Centre for e-Governance, the society under Department of Personnel & Administrative Reforms (e-Governance).
The vision of National e-Governance Plan's (NeGP) is to "Make all Government services accessible to the common people in their locality, through common service delivery outlets and ensure efficiency, transparency & reliability of such services at affordable costs to realize the basic needs of the citizens".
The SeMTs would be responsible for undertaking the groundwork for providing for an overall direction, standardization and consistency through Programme Management of the e-Governance initiatives in the State. All interdependencies, overlaps, conflicts, standards, overarching architecture, security, legal aspects, etc. across projects as well as core and support infrastructure shared across several projects would fall under the purview of SeMT.
In Karnataka, SeMT is attached to Centre for e-Governance, SeMT acts as consulting wing of Centre for e-Governance and provide their services to departments as per National e-Governance Plan, Government of India. SeMT works on core Mission Mode Projects of Government of Karnataka, helping departments by assessing departmental capability and requirements with regards to e–governance initiatives in the state and providing necessary guidance to departments. SeMT consultants provides consultancy service to the Departments of State in conceptualizing, sourcing, developing and implementing e-Governance Solutions.
SeMT team aids the departments in development of short term and long term solutions in line with vision, mission and objectives for a particular department. SeMT team can help assess e–readiness of that department, identifying the gaps in current e-Governance ecosystem and supporting the department to conceptualize and implement e–governance solutions in line with best practices and GoI and GoK guidelines.
