Powers and Duties of Commissioner, Watershed Development Department


  •  ​Overall controlling authority of the Watershed Development Department.
  • Responsibili​​ties for all progress in schemes / programmes / projects implemented through Watershed Development Department and through District Watershed Development Officers.
  • Provide administrative support and guidance to District Watershed Development Officers including planning , approval , implementation, Monitoring and Evaluation of Annual Action Plans of all the ongoing projects and Schemes.
  • Arrange for review of the works of each scheme and sector periodically through field visits, meetings & reports.
  • ​Maintain close liaison with the Govt. of Karnataka and Govt. of India, Line Departments, external funding agencies, institutions, etc.
  • Obtain and ensure timely release of funds from State and centre and their proper utilization, sending of utilization certificates.
  • Review work of officers, Approval of tour programmes and review of their diaries.
  • Review performance of officers of Multi-Disciplinary Cell and countersigning of bills.
  • Ensure project documentation and publicity programmes.
  • Accord administrative sanctions of those works which are referred by the subordinate officers for administrative sanction.
  • Make administration transparent responsive and accountable.
  • Minimum 3 field visits per month.
  • Responsible for progress in schemes / components entrusted and for which he is in-charge.
  • Ensure timely sanction, release of funds from central and State level to Districts, timely furnishing of utilization certificates to State and Centre in respect of schemes / components for which he is responsible.​
